The United Nations Secretary General, António Guterres has urged governments to be transparent, responsive, and accountable in their COVID-19 response.
In his message on the commemoration of the International Day of Democracy, observed today, Guterres said governments should ensure that any emergency measures are legal, proportionate, necessary and non-discriminatory.
The UN dictates that governments must respect and protect, among other rights, freedom of expression and of the press, freedom of information, freedom of association and of assembly.
It notes concerns in some countries in the context of COVID19 which include arrest, detention, prosecution or persecution of political opponents, journalists, doctors and healthcare workers, as well as activists for allegedly spreading fake news.
It further highlights incidents of aggressive cyber-policing and increased online surveillance.
The UN says sweeping efforts to eliminate misinformation or disinformation can result in purposeful or unintentional censorship, which undermines trust.
